Originally planned in 1932 by Engineer Carlos Blake and carried out by Engineer Ricardo del Pino Brady on the morning of April 1, 1933, its layout was oriented according to the movements of the sun and the prevailing winds. Its geographic center is a public clock, which was inaugurated in 1958 on the occasion of the 25th anniversary of the foundation.
